FALL CLEANUP - completed 11/20/2022:  Pond Place residents are invited to participate in Fall Cleanup by placing separate piles of brush and leaves on the curb next to roadways. Please do NOT mix leaves and brush together. Please do not place leaf piles on peastone as our landscaper's equipment has been damaged by sucking up and grinding peastone. Stumps and logs are not permitted. Residents must arrange to have stumps and logs hauled away at their expense. All Fall Cleanup brush and leaves must be on the curb not later than Sunday November 20th. Residents placing brush or leaves out on the curb after November 20th will be charged for pick-up of those items and will be subject to possible fines. Everyone's cooperation and participation will help Pond Place look its best for Thanksgiving.  Thank you.

COYOTES:  Three coyotes were observed behind a house on Arrowhead Court around 2 am on 9/29/2022 via a security camera.  “Tips on Preventing Conflicts with Coyotes,” are posted on the CT DEEP website and can be found at: https://portal.ct.gov/DEEP/Wildlife/Nuisance-Wildlife/Living-with-Coyotes

Our Annual Meetings will return to the Selectman's Chambers at the Avon Town Offices at 80 West Main Street in Avon this year.

The Boards of both the Association and the Tax District encourages all to attend and participate. To vote to approve or reject the proposed budget or for officers and directors of the Tax District you must attend in person. The enclosed proxy may be used to participate in the Association Annual meeting. Please give it to your proxy to bring to the meeting or mail it to White & Katzman, Attn: Michael Montgomery, 111 Roberts Street, Suite G1, East Hartford, CT 06108 so that it arrives there by May 19, 2022.

A strong slate has been assembled from among current board members and activists to guide the Pond Place Tax District in 2022-23, which includes new proposed members Katia Maria Salokas, Susan J. Franke, Judy Larkin and Gregory Weston.  Among the major goals for FY 22-23 are:

Completion of updates and revisions to our Building Guide and their presentation to the community;

Roll out of a new updated and enhanced Association website (pondplace.org);

Relandscaping of September Way center island and enhancements to Pond Circle and Morningside Court islands;

Inspection and cleaning of all our 44 catch basins;

More aggressive treatment of Stub Pond against unwanted weeds and algae;

Re-staining of the Observation Deck;

Improvement in the Rate of Return on our liquid assets and reserves;

Erection of a tot playscape if approved by the voters at the Annual Meeting;

Updating of our Tax District Ordinance to permit absentee voting.

POND PLACE TAX DISTRICT: NOTICE OF ANNUAL MEETING, BUDGET HEARING, BUDGET REFERENDUM,and ELECTION OF OFFICERS and DIRECTORS

A hearing on the proposed budget for FY 2022/2023 for the Pond Place Tax District will be held by Zoom virtual meeting on May 17, 2022 at 6:30 P.M.

The Zoom link for the hearing will be available at the Pond Place website: pondplace.org the day of the meeting. All residents or property owners in the District are invited to attend and participate. The budget will be presented and the officers and members of the Board of  Directors will be present to answer questions.

The Annual Meeting, Budget Referendum and Election of Officers and Directors of the Pond Place Tax District will be held on May 19, 2022 at 6:30 PM in the Selectman's Chambers of the Avon Town Offices, 60 West Main Street, Avon, Connecticut.

All registered voters who reside in or own property in the District may participate.

The Annual Meeting and Election of Four (4) Governors of the Pond Place Association, Inc. will be held on May 19, 2022 at 6:30 PM in the Selectman's Chambers of the Avon Town Offices, 60 West Main Street, Avon, Connecticut.

All members of the Association (1 vote per Dwelling) may participate.

Those who wish to participate by proxy may do so by completing, signing and dating the enclosed Proxy and either mailing it to White & Katzman, Attn: Mike Montgomery, 111 Roberts Street, Suite G-1, East Hartford, CT 06108 or having it delivered to the meeting at the time and place so appointed.

POND PLACE SNOWPLOW PROCEDURE: Pond Place residents are requested to NOT park their vehicles on the

Transition to New Management & Special Meeting: As noted in the Message from the President of the Pond Place Association, Inc. 11-24-21, on October 13th CM Property Management advised the Board by e-mail that CM would not be seeking to renew its management contract with Pond Place when it expires on December 31, 2021. After vetting multiple replacement candidates, the Board approved White & Katzman of East Hartford to become our new managing agents effective January 1, 2022, subject to approval by a special virtual meeting of the Pond Place Tax District voters.

PAINES TRASH PICK-UP SCHEDULE: [Sept 2021] Per the Paines website, the week of Sept 6, 2021 is one of the weeks that all pickups are one day late because of the LABOR DAY, Monday September 6, 2021 holiday. Therefore, the usual Pond Place trash pick-up on Wednesday will be Thursday (9/6).

STUB POND:

• The decision was made to temporarily continue water draw down  to allow access for regular dam maintenance and minor repairs.  (8/28/2021)

• Due to the severe storm warnings, the decision was made to temporarily open the water release valve at the dam to accommodate the excessive rain.  (8/22/2021)

5/19/2021: Important Notice to Pond Place Owners and Residents – Community Wide Trash & Recycling

Dear Pond Place Owners and Tenants,

               As announced last September the Association will be contracting with Paine’s, Inc. of Simsbury for community wide trash and recyclables pick up. This will reduce air, noise and visual pollution and the wear and tear on our roads, especially the cul de sacs which were not designed for regular heavy vehicle use. (Currently four trash haulers serve our community on different days of the week.) Service will start on Wednesday July 7, 2021. All home owners must complete and submit the enclosed form to specify what size trash barrel they prefer or whether they would prefer to opt out of participation.

                For those using the service trash will be picked up weekly on Wednesdays. Barrels need to be on the street by 6:00 AM. Recycling pick-up will also be commencing on Wednesday July 7, 2021 and bi-weekly on Wednesdays thereafter. For those who already have Paine’s service please continue to use your existing barrels. For those without Paine’s barrels, Paine’s will be delivering your barrels in June. Please indicate your barrel size preference on the enclosed form and return it to our managing agent, CM Management, P.O. Box 690, Southbury, CT 06488 on or before May 31, 2021.

                Effective July 1, 2021 Association members and their tenants may no longer invite other commercial trash haulers onto Pond Place to remove their trash or recyclables. Those members who have rented their units should make sure they and their tenants terminate their services with providers other than Paine’s. Failure to abide by this rule will subject owner violators to fines. For those who use Paine’s currently, you will receive a refund for unearned prepaid service directly from Paine’s.

                Those opting out will receive a $250.00 credit (which is the approximate per unit annual cost for this service) for the year on their annual Pond Place Association dues. Opting out means the association member or their tenant will be taking their trash and recyclables to the Town of Avon Transfer Station on Huckleberry Hill Road rather than using Paine’s services. Use of other haulers is not permitted. Those opting out will not be able to opt back in until the commencement of the next fiscal year, i.e. July 1, 2022. To opt out the Owner MUST complete and return the enclosed form to our managing agent, CM Management, P.O. Box 690, Southbury, CT 06488 on or before May 31, 2021. Forms not signed by a legal owner are invalid. Oral communications and forms received late will not be honored.

               Please do NOT contact Paine’s with questions but rather address them to Mike Famiglietti at CM Management at (203) 264-6598. The Pond Place Board of Governors understands the transition may cause inconveniences for some and requests your co-operation, understanding and patience.

POND PLACE ANNUAL MEETING: Thank you to those who joined the Pond Place Annual Meeting via Zoom on 5/24/2021.  During the meeting, CM Property Manager Michael Famiglietti provided voting results per the process followed in the Notice of Annual Meeting and Special Procedures Relating Thereto.

• Election of Governors for the Pond Place Association:

  • 26 votes received for each for the three people listed on the ballot: Sue Jansen; Mitch Uzwack; and, Austin Patenaude.  No votes received for write-ins.

• Election of the Pond Place Tax District Officers and Directors:

  • 1 vote received for a write-in candidate; 49 votes were received for the people listed on the Pond Place Tax District Officers and Directors ballot: President – Christopher Rossetti; Vice President – Gary Gianini; Clerk – John Williams; Director - Susan Jansen; Director – Mitch Uzwack; Director – Charles Wall; Director – Amber Jones; and Director – Austin Patenaude                        

• 2% increase to the Pond Place Tax District Budget: 44 votes to approve; 6 votes do not approve

• Renewal of the landscape and snow removal contract with JH Services: 46 votes to approve; 4 votes do not approve

• Replacement of the privacy fence on the northern perimeter: 50 votes to approve; 0 votes do not approve

• Pond Place Tax District Amendment concerning contract expenditures: 48 votes to approve; 2 votes do not approve.

SPRING CLEANUP: The Pond Place community roadside pickup of leaves and branches was completed on April 14, 2021. Thank you to those who participated in the Spring Cleanup. 

SCHOOL BUS STOP ADDED (1/4/2021):  A second school bus stop has been added for Pond Place.  Click here to see the notice for Pond Place residents regarding an additional Bus Stop on the property.

BUDGET HEARING (5/13/2019) and ANNUAL MEETINGS (5/20/2019)

POND PLACE FOREST STUDY OCTOBER 2019: In October, Andrea Urbano (Central District Service Forester) and Larry Rousseau (Western District Service Forester) made an on-sight visit to help the Pond Place Association better understand how to protect and safely maintain Pond Place forest resources. The CT DEEP report provided after their visit and review is posted here

LOCK CARS: At the September 23, 2019 Pond Place Monthly Meeting, Office Reardon of the Avon Police Department reported items were stolen from a couple unlocked cars parked in the community.  Office Reardon reminded us to keep cars locked to avoid break-ins.  Information to help Prevent Car Break-ins may be found at the Avon Town website here and in the October 2019 Town of Avon Newsletter.

FALL CLEANUP 2018: The Pond Place community roadside pickup of leaves and branches was completed December 8, 2018.  There is no Town-sponsored leaf or tree branch collection in Pond Place, although you may check with your trash collector, or use a private contractor. If you hire a contractor for tree trimming, cutting down full trees, or for additional clean-up of leaves & branches in your exclusive use area (EUA), the contractor must be responsible for removing that material from Pond Place.

WATER MAIN REPLACEMENT ON WEST MAIN ST:  The Avon Water Department recently released an announcement about a water main replacement project on West Main Street that will begin the week of June 4, 2018 and is expected to take approximately three months. Most work will be between 6:00 AM and 3:00 PM though some work may also be done overnight.  The project will begin at 160 West Main Street and then go westward to 320 West Main Street. Coyote: A coyote attacked a German Shepard outside of the owner’s home on Butternut Circle tonight (1/24/2018).  The dog is OK and the coyote was chased away from the yard.  The dog owner reported the incident.  Please exercise caution and watch out for your pets!

FILE OF LIFE:  File of Life is a voluntary program where you list your medical history and emergency contact information in the File of Life form, and post the form in your home, thereby allowing first responders to better assist you in an emergency. Our Avon Police liaison, Officer Reardon, recommends posting the File of Life form on the refrigerator because that is where first responders look for the File of Life document.  Special File of Life magnetic holders are available at the Avon Police Department.  Blank forms and more about the File of Life program may be found at: http://www.ct.gov/dds/cwp/view.asp?a=12&Q=440434 . POND PLACE PRESS SUMMER 2017 EDITION: The 2017 Summer edition of the Pond Place Press newsletter has been posted at the Pond Place Press section of this site. The Community Bulletin Board may also be found at the Pond Place Press section of this site. Included in the Pond Place Press is announcement that Richard Markham and Capstone Management will no longer be the property management company for Pond Place as of June 30, 2017.  The new property managers, beginning July 1, 2017, are Michael Famiglietti, Partner and Tim O’Neil, Property Manager of CM Property Management. BUDGET HEARING (5/15/2017) and ANNUAL MEETINGS (5/22/2017): Thank you to all the Pond Place community members that attended the Pond Place Tax District Budget Hearing on May 15, 2017; and, thank you for attending and voting for the budget, and Governors / Officers / Directors, at the 2017 Annual Pond Place Tax District and Pond Place Association meetings on May 22.  The proposed 2017/2018 Tax District Budget was adopted.
